This appeal stems from the decision of the Government of the Republic of Trinidad and Tobago (“GORTT”) in March 2020 to deny the movement of people (including citizens) into and out of the country except in accordance with exemptions issued by the Minister of National Security (“the Minister”) on a case by case basis.
